Consultation / Engagement

MTO is committed to an extensive consultation and engagement program that actively engages and involves members of the public, adjacent property owners, local municipalities and Roads Area Boards, Indigenous Communities, regulatory agencies, businesses and industry. As such, the Project Team welcomes comments regarding the Highway 11/17 four-laning project. All comments received, with the exception of personal information, will become part of the public record.

Notifications

Notification of project milestones (study commencement, Public Information Centres, and public review periods for the ESR Addendum and Design and Construction Report) will be announced through a notice advertised in the Thunder Bay Chronicle-Journal, and Nipigon-Red Rock Gazette and posted on this website. Federal and provincial ministry representatives, local elected officials, Indigenous Communities, Township of Red Rock, emergency services, representatives from community groups within the unorganized Township of Lyon, and other interested stakeholders on the study contact list will be notified through direct mail and/or email.

The Notice of Study Commencement was issued in June 2017.

The Notice of Public Information Centre #1 was sent in October 2017.

The Notice of Public Information Centre #2 was issued in September 2023.

Public Information Centre

External agency and public consultation will take place throughout the study, including two rounds of Public Information Centres (PICs).

PIC #1

The first Public Information Centre (PIC) was held on November 8, 2017 at the Red Rock Community Recreation Centre from 4:00 pm to 8:00 pm. The PIC provided external agencies, interested stakeholders, Indigenous Communities, and members of the community with an opportunity to review and comment on:

  • Any updates to the existing environmental conditions / constraints (as identified in the 1997 ESR);
  • The updated preferred plan for the Highway 11/17 four-laning, including any modifications to the preferred plan; and
  • Preliminary environmental impacts and proposed mitigation measures.

The first PIC was held as a drop-in style, open house format as follows:

PIC #2

The second Public Information Centre (PIC) was held on September 7, 2023 at the Red Rock Marina Centre from 4:00 pm to 8:00 pm. The PIC provided an update on the project including:

  • Study progress;
  • Detail design plan;
  • Anticipated environmental effects and proposed mitigation measures; and
  • Next steps in the study.

The second PIC was held as an in-person open house format as follows:
